The World Health Organization reports that dogs transmit rabies, causing 18,000 to 20,000 deaths annually. The government aims to control rabies by 2030, but the challenge persists due to large stray dog populations and animal lovers feeding them.

Municipal authorities and animal welfare organizations are responsible for managing urban animal problems in India. They implement humane population control measures like sterilization and vaccination programs. However, these efforts face criticism due to the high number of dog attacks. In 2022, over 1.9 million dog bite cases were reported, with many more likely unreported.

Experts believe the official animal count is too low. Incidents like the death of a five-year-old boy in Hyderabad highlight the urgency of the issue. Some advocate for targeted killing of stray animals, while others push for better management and care of stray dogs. The Indian constitution promotes compassion towards animals, but the sterilization program's effectiveness is debated.
